President Donald Trump\u2019s administration says nearly 1 million Americans who purchased health insurance through Affordable Care Act exchanges will receive $500 refund checks beginning next month, arguing that the consumers were charged excessive fees under former President Joe Biden.<\/p>\n

The White House announced the payments Thursday as part of what it calls the \u201cWorking Families Obamacare Refunds\u201d initiative.<\/p>\n

\u201cThe relief begins with refunding everyone who was overcharged, and the rebates are going out in just a few weeks,\u201d Trump said in a recorded announcement.<\/p>\n

The administration says it will return approximately $500 million to consumers in 30 states beginning in October.<\/p>\n

The payments will not go to everyone enrolled through the Affordable Care Act.<\/p>\n

According to the White House, eligibility is limited primarily to people who purchased coverage through the federally operated HealthCare.gov marketplace and paid the full cost of their insurance without receiving federal premium assistance.<\/p>\n

That generally includes higher-income households that were ineligible for subsidies as well as some lower- and middle-income consumers who qualified for assistance but did not receive it.<\/p>\n

People receiving federal subsidies that already limit how much they pay toward their premiums are not expected to receive the refunds.<\/p>\n

The 30 eligible states are Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.<\/p>\n

States operating their own independent ACA exchanges, including California and New York, are not part of the program.<\/p>\n

The dispute centers on so-called marketplace \u201cuser fees.\u201d<\/p>\n

Insurance companies that sell policies through the federal ACA exchange pay the government a percentage of their monthly premiums to finance HealthCare.gov and related marketplace operations.<\/p>\n

Insurers generally incorporate those costs into the premiums charged to policyholders.<\/p>\n

For the 2026 benefit year, the Centers for Medicare & Medicaid Services set the user fee for insurers participating in the federally facilitated marketplace at 2.5% of monthly premiums. The fee for state exchanges using the federal platform was set at 2%.<\/p>\n

The White House contends the Biden administration collected more through those fees than was required to operate the exchanges, leaving a substantial surplus while consumers effectively paid the cost through higher premiums.<\/p>\n

\u201cThe Biden Administration overcharged Americans through Obamacare plan exchange \u2018user fees\u2019 that were passed on to consumers in the form of higher premiums,\u201d the White House said.<\/p>\n

The administration argues people who received no federal premium subsidies were particularly affected because they absorbed the entire cost of any fee built into their insurance premiums.<\/p>\n

There is evidence that federal marketplace user-fee collections exceeded spending, but health-policy experts dispute the administration\u2019s characterization that the surplus represents a straightforward $500 overcharge to each affected customer.<\/p>\n

Larry Levitt, executive vice president for health policy at KFF, noted that the Biden administration actually reduced the percentage charged as a marketplace user fee during its time in office.<\/p>\n

Some of the accumulated money was also intended to fund advertising, enrollment assistance and other HealthCare.gov activities that were subsequently reduced or left unspent.<\/p>\n

\u201cThe Biden administration actually lowered the A.C.A. marketplace user fees,\u201d Levitt told The New York Times.<\/p>\n

Cynthia Cox, a KFF vice president who directs the organization\u2019s ACA research, also noted that some of the surplus may trace back to collections made before Biden took office.<\/p>\n

That makes the administration\u2019s broader description of the entire amount as a Biden-era overcharge contested.<\/p>\n

The White House has not released a consumer-by-consumer accounting demonstrating that each person receiving a check personally overpaid exactly $500.<\/p>\n

The government instead plans to provide a flat $500 payment to eligible enrollees.<\/p>\n

The administration has said the checks will begin going out in October, shortly before the Nov. 3 midterm elections. It has not announced that eligible consumers must submit a separate application.<\/p>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<\/div>\n
